
Ho Chi Minh City, December 5, 2025 – As part of the Business Matching 2025: “Redefine Leadership – Leading in the AI Era” program, Japanese-invested BlockchainWork and the Ho Chi Minh City University of Economics and Finance (UEF) officially signed a Memorandum of Understanding (MOU), marking the beginning of a strategic collaboration in training, job matching, and building a high-quality talent ecosystem for the Blockchain – Web 3.0 – AI sectors in Vietnam.
Organized by UEF, Business Matching 2025 brought together more than 200 enterprises and 30 multi-industry business-matching tables, focusing on redefining leadership capabilities, accelerating digital transformation, and strengthening university–industry partnerships in the age of AI.
The MOU highlights the joint commitment of both parties to:
● Advance practical training in Blockchain/Web 3.0 and AI applications;
● Expand internship and employment opportunities for students;
● Connect enterprises with highly skilled talent to meet digital transformation demands.

According to Chainalysis’ 2025 report, Vietnam ranks 4th globally in the Crypto Adoption Index 2025. The country received USD 220 billion in on-chain value – up 55% in the 12 months leading to June 2025 compared to the previous period.
In 2025, the National Assembly passed the Digital Technology Industry Law, effective January 1, 2026, formally defining digital assets and tokenized assets within Vietnam’s legal framework. Resolution 05/2025/NQ-CP authorizes a five-year pilot of digital asset markets starting September 9, 2025, allowing regulated centralized exchanges, custodial wallets, and controlled token issuance. At the national level, the Government approved the implementation plan to establish International Financial Centers (IFC) in Ho Chi Minh City and Da Nang, targeting operational launch by the end of 2025. These policies are expected to create a strong foundation for digital products, tokenized assets, and financial innovation.
The rapid acceleration of blockchain adoption, digital assets, and supportive regulatory frameworks is not only creating high-quality jobs domestically but also attracting international resources, strengthening Vietnam’s position in the global blockchain landscape. Amid strong growth opportunities and growing talent shortages, partnerships between universities and enterprises—such as the collaboration between BlockchainWork and UEF – play a crucial role in developing a future-ready, high-quality tech workforce.
